Understanding Public Health Insurance Cards
A health insurance card in Canada is needed to secure access to quality health care without direct fees. It allows you to consult a doctor or receive hospital care while avoiding high bills.
The Canadian health system is funded through taxes. It guarantees universal health coverage according to specific regulations in each province and territory.
If you find out that you are not eligible to obtain a public health insurance card now, you can request a private health insurance card in the meantime. Please refer to the specific information about private insurance in this guide.
How to Apply for a Public Health Insurance Card
Below you can find specific links for each province and territory so you can apply for a public health insurance card and access health services where you live.
Alberta
To apply for a public health insurance card in Alberta, start by downloading the registration form.
Once you complete and sign the form, you must mail it with a copy of the required documents (ID, proof of immigration status, and proof of residence in Alberta) to the following address:

You can also go in person to one of the Alberta Health Care Insurance Plan offices and submit the completed and signed form with the original supporting documents.
British Columbia
Find out if you're eligible and register online for the British Columbia health insurance program.
You can also register by mail. Start by downloading the form and list of required documents.

Manitoba
Register online to request a public health insurance card.

New Brunswick
The New Brunswick government's website describes the eligibility criteria and services covered by the Medicare health insurance card.
Access the application for a Medicare card online.
If you prefer to register using a paper form, download the application form.
Then, email it with the required supporting documents to Medicare.Eligibiliy@gnb.ca, or mail it to the following address:

Processing takes between 4 and 6 weeks.
Newfoundland and Labrador
The Newfoundland and Labrador government webpage provides information about the provincial health insurance program, called Medical Care Plan (MCP).
To register, download the application form. Once you complete it, attach the required documents, and send the package via email to mcpregistration@gov.nl.ca, or by mail or in person at the following addresses:

Northwest Territories
To request a health insurance card in the Northwest Territories, you need to register first.
If you need help, contact NWT Services by phone at 1-800-661-0830.
In Yellowknife and other large centres, you can obtain an appointment with a health professional for the same day by calling the clinic. Appointments are given on a "first arrived, first served" basis and the number of same-day appointments is limited, so it is important to call as soon as the clinic opens.
In case of an emergency, you can call the free NWT help line any time at 1-800-661-0844.
Nova Scotia
The Nova Scotia government webpage provides information on the provincial health insurance program, called MSI (Medical Services Insurance).

Please note that only individuals with permanent resident or Canadian citizen status may request this card.
Nunavut
The Nunavut government web page explains how to apply for a health insurance card. It describes the eligibility criteria and the required documents to prove residence in the territory.
To submit an application, download the corresponding form.
Then, complete and print the form, attach the required documents, and mail the package to the following address:

Ontario
Download the brochure titled "Applying for Your Ontario Health Card", which explains how to register for health insurance in the province.
First, you need to verify the eligibility requirements.
To register, download and complete the corresponding form. Then, attach the required documents and bring them in person to a Service Ontario centre.
Prince Edward Island
You can submit an online application for the health insurance card.
Or you can download and complete the corresponding form and then mail it with the supporting documents to the following address:

Quebec

Yukon
This Government of Yukon webpage details the process for obtaining a Yukon Health Care Insurance Card. It specifies the eligibility requirements, outlines the registration procedure, and identifies the documentation required to establish both identity and residency within the territory.
To obtain a Yukon health insurance card, you must register in person at the following address:
